configure setup disabled?

I can't set my j650gt to boot to CD to load an OS on my HD because the boot order is locked and says "configure setup disabled".
What?????????????
How do I unlock this to load an OS?
Also my admin password is locked until my config setup field is enabled and the password in there is invalid.I was able to change the primary password and run the computer with another HD with the OS installed.
I've read somewhere that a chip has to be de-soldiered, hope there is a work around.

Hey at2wooden,
I believe this is a backdoor to remove any passwords from the CMOS. The problem will of course be if you can select the option to boot with an external floppy or USB thumb drive. Hope this helps?

: 1-create a dos system disk, or use a bootable USB thumb drive.
: 2- copy "debug" (this is a dos command found in windows\command directory) onto the system disk you created,
: 3- boot the machine with this disk or thumb drive,
: 4- at dos prompt type: debug then enter, you will see a blinking dash
: 5- type: o 70 2e then enter, (also seen: o 70 18)
: 6- type: o 71 ff then enter,
: 7- type: q then enter,
: 8- remove the floppy or Thumbdrive! Power the system off , remove the battery and unplug the system then hold the power button "on" for a few seconds to discharge the system's capacitors
: 9- power on the system.

Just as a side note I noticed in my CMOS setup, in order to change the boot order (ie: move a device up the list in the boot sequence you use the "u" and the "d" key. The arrow keys don't work, and the space bar only selects the device as enabled. I found this unusual as this is the first Dell I own. I don't know if it's the same for your model or not.

yes, it's like that.
do you have a decent, easy to understand, link to how to make a bootable floppy or thumb drive.
I remember reading an article a few months back in PC World Mag about it, but it was over my head.
