If it's possible, it would sure make things alot easier for those of us who want a clean install.

Program to extract: None I've heard of. You can rest assured that HP and Micro-el-crap-ola aren't going to make it easy to do so.
You would be better served time wise to contact HP and see if you could sweet talk them into sending you the OS install disc. If you order it with a new pc, it's only a $10 option.
Another idea if you pc has the i386 folder on the hard drive is to make your own install disc, Google Slipstreaming SP2 into a XP install... something along those lines. You copy the i386 folder, slipstream SP2 in, then make it "bootable" (Like the orginal XP install disc) and install it.
You can also use programs like:
nlite http://www.nliteos.com/nlite.html Or
Bart's Preinstalled Environment (BartPE) http://www.nu2.nu/pebuilder/to take those files, the SP (service pack) and ANY other programs you have and
make your own custom made install disc. The NEAT thing about this is it installs the OS, then installs the apps in one operation.
Once you get the OS /apps installed, confiqure as you want then use Ghost 2003, v 8.3, or a program like it to create your "own" recovery disc.
I've posted some of the details about all this in other threads, do a search.
