Increased heat and power consumption from USB device connection

I think this only effects my Inspiron 600m if it's trying to go into a more idle state but anyway... When my Inspiron 600m is sitting idle it will sit at around 38'C-42'C and if it's on batteries will consume somewhere in the range of 10w (Assuming the panel is at low brightness)

This changes if there is a USB device present, any sort of device even, such as my Logitech DualAction (gamepad). If anything is connected to the USB port, the wattage goes up to about 6w and the CPU temperature rises to about 50'C. This continues reguardless of how long it sits there to idle and will do so untill all USB devices are removed.

I assume that the presense of a USB device is adding a small ammount of CPU load (I can't see any increase. With or without a USN device, it just seems to bounce between 0% and 1% load. Has anyone experianced anything similar to this? (Or bothered to look?)

I had that issue before I reformatted. After the reformat the problem went away.

USB powers the devices that connect to your computer, so there is always going to be more power drain when something is connected via USB

At maximum a USB port will generate 5 volts @ 500 milliamps. That's only 2.5 watts. The Logitech DualAction uses 5 volts @ 100mlliamps. That's 0.5 watts. That doesn't account for the 6-7 watt increase in consumption.

There's also the issue of increased CPU temperature. It is more likely that the increased power consumption is resulting from the CPU being pulled out of it's lowest power consuming idle mode. The Celeron M while lacking speed step, has a few power saving features when the CPU has no load. The presense of the USB device seems to be somehow preventing the CPU from being in anything other than it's 'normal' mode. Though it could be possible that the USB -requires- this and it's unavoidable. o.O

I am new user here adn could not find the way to start new thread.
I have Sony vgn fs550 laptop. My windows has crashed. I can not boot from cd, and there is not any option in bios to boot first from CD. I dont know what to do. Please help me!
