Passive Cooling Temp - how do I set it?

Just noticed that MobileMeter has something called "Passive Cooling Temperature" in the ACPI Temperature tab, where the OS will adjust the CPU speed if the temp gets too high. Currently it's "Undefined".

Anyone know how to set this (or if it's possible)?

There's a folder in the Registry called ACPI - has some binaries in it, but they don't mean anything obvious.

From reading some other posts it looks like this control does kick in at some point (around 70 degrees?). I'd ideally like to set the temperature to 40 degrees so deal with the noisy fans problem, albeit with a loss of performance.

Advanced Control & Power Interface (ACPI) runs a lot of stuff on your computer. Passive cooling is a last-ditch effort. It generally happens only when your chip is about to overheat/melt, and it's a feature you will hopefully never have to use. I personally wouldn't change it.

Yeah really I just want to underclock the CPU to make it run cooler, but I don't know how to do that directly. Unfortunatly I don't know how to change this passive cooling temperature either to do it indirectly.
