I looked at the XPS 1210 and it has a A/V communications features. It says "A/V Communications Pack (Intg. web cam, Mobile Broadband Antenna, ear buds)"
Does the antenna allow me to connect to my home router? Is it worth the $99 extra dollars?

"Mobile Broadband Antenna" -> Wireless Wide Area Network card. It lets you connect the the wireless wide-area internet networks that Verizon and others run (somewhat like cell phone networks, but for internet connectivity), and that cost $50/month or so to use.

You do not need this to connect to wireless routers; a Wifi chip is part of the base laptop. If you have no use for the "Mobile Broadband", the package is only useful for the integrated webcam.
