20% is quite a decent amount. The slowest Merom with 4MB cache, the T7200, runs at 2.0Ghz and should cost as much as the Yonah T2500 (also 2.0Ghz). With a 20% performance gain, the T7200 should perform like a Yonah at 2.4Ghz. The fastest available Yonah is the T2700, at 2.33Ghz.
Essentially, the 'low-end' Core2 Duo will outperform the top-end Core Duo (and probably draw less power too, and it'll definitely cost less).
Lots of people have decided that it's worthwhile to upgrade from a T2300E to a T2400 - and that's only a 10% gain in clock speed. Actual performance gain would be more like 5%, and you're paying a fair bit extra for that (quite apart from the fact that the T2300E draws about half as much power as the T2400). If that sort of thing is worthwhile (paying extra for a hotter CPU which gives 5% better performance), would think that buying a Merom is definitely worthwhile.
