For ".tgz" extentions, installing package with installpkg is OK, but for ".tar.gz" extensions, not.

for installing things from a .tar.gz I'm going to refer you to google, it's covered a LOT everywhere. I'd google "checkinstall" since it'll make uninstalling easier if you need to down the road.
As far as the powersave-libs, I looked and I didn't find them either, I wonder if they aren't included in teh download. Did you look?
Since you're running Slackware I'd suggest dl'ing and reading Slackware Linux Essentials
, the Slacker's Bible
and, The Rute Manual
. I learned a load from each of them. I dont use the battery monitor so I tried to find you some info via Google, but that's about all I have. Sorry.
