in the hardware manager, you can actually change tx/rx power settings, packet bursting, and roaming aggresiveness settings which might be different by default for both cards. i know for a fact 2915 has power reduced by default for battery life considerations. also, bars mean nothing - it's a matter of signal vs noise db.
