ok im a n00b at dells and laptops... im more of a desktop guy... but lately my mr9800 has been getting really low fps and acting very sluggish. it wont run gtavc and struggles with css at like 10-20 fps is this a heat issue or...?

not enough info in your post... this can be caused by many factors...

If you're afraid of heat, go and get yourself a can of compressed air and blow your vents out.

Make sure you arent coming out of standby and the fans lock on high (dell glitch). If so hit Fn+Z and your laptop will go back to normal.

Drivers?????

Geek, don't just clean the vents, you need to turn that puppy over, grab a very small #1 phillips screwdriver ( or a close proximity to 'very small') and pull the first two easily accessible fans from their resting place, and you'll be shocked how much dust is sitting in there. Some people insist blowing out the laptop of dust can be done without removing any fan, and that may be true depending on the environment, but if you want to eliminate dust as a culprit of overheating, you need to do a more thorough cleaning than dusting from the vents. The third fan near the 'front' of the machine is much more difficult to get to, so if you don't want to get into a whole bunch of parts removal, get the air can straw right on it and give it a good WHOOSH. If you want to see your video card adapter drivers (mobility Radeon), right click My Computer/hardware/device manager/display adapter, and right click the properties of the 9800, click on the "Driver" tab and you can see the provider right there. If you haven't fiddled with them too much, it's probably the Dell Drivers as provided by ATI. It may be time for an update.
