7800GTX core clock

i reinstalled riva tuner to monitor gpu temp.
i thought that video card
core clock should run 400
and memory clock run 1100 all the time.

but it shows that core clock-200 momory clock - 600.
when i start to play game it finally goes up to 400 /1100.

is this normal?

so i reinstalled graphic driver from nvidia 83.40
and it shows now 400/1100 all the time.

current gpu temp is 60c.
i applied as5 on gpu last week. and cleaned whole system also.
i am looking for a way to cool gpu down.
if i want that setup like core clock goes up and down again, how do i do?
do you think it is going to down gpu temp?

Yes... Its slowing the clock to save power...

If you dont need the power it powers down... just like intel's CPUs
