I believe a tuner card will only tune whatever signal is input. So if you have cable and you put it into the tuner it will display it on the PC. You would still need a cable box to feed into the PC. I also believe that some of the tuner cards are HD tuners, I think those come with an HD antenae or you can get one, this should work if you live in a major metro area. So basically I think the tuner card will not give you free cable. Of course I may be wrong as I do not have one.

Here is some info that I found after posting... Link

The TV tuner will give you a coaxel input which will allow you to watch TV on your computer and it will give you Tivo functions like being able to record shows and pause/rewind live TV. It will NOT however somehow give you cable that you didnt pay for(unless you are already stealing cable ) but just gives you the ability to use your computer as a TV with tivo

Having a tv tuner is exactly like having a TV. If you don't hook a cable into its coax, you don't get any channels unless you have a tower next door and your house is covered in tin foil.

You can, however, buy a set of rabbit ears and get a few channels (depending on your location, probably up to 10+ if you live in a big city)

A fun note: I have Roadrunner (from Time Warner) internet service, and they have to give you basic cable in order to get the signal to your house, so you might get free cable if you have a cable internet provider.

Because it won't allow him to steal pay tv with it. That is how I'm reading it anyway. They have dvb cards for desktops that get free sat tv but not in a mini pci card that I know of. Sounds like a bad idea, directv had a field day suing people over the hacked cards back in the day ($3000 minimum fine).
