M1210 CPU not running at fullspeed

Even when I have the power settings in the control panel at 'maximum performance' both CPU-Z and the System info show my 2.66GHz processor is running at 998MHz, rather than the 1.66GHz...what's the problem? How do I fix it?

These processors underclock themselves to save power and battery life. They clock up when needed, nothing's wrong.

Even though it's plugged in, and I have the system set to 'max performance' in the power options?
