CS:S does -not- need 2GB of ram.
i don't have a m1210, but i do have an older 9300. this is what i would do, assuming that all of the RAM on the m1210 is removable:
do you have 2 removable ram sticks? (512x2?) if so, here's what i would do to troubleshoot:
1) take out one of the sticks, boot up, play CS. does the 2sec lag still happen?
2) take out the remaining stick, put in the other stick, boot up, play CS, does the 2sec lag still happen?
from these 2 tests, you will know if it's your RAM that's causing the issue. If lag persists in both tests, i'd even try buying a 512MB ram stick from your local Fry's and try that..
but the lag seems to indicate faulty ram, at least that was happening w/ my older custom built boxes after a few years.
