CPU Usage at 50%...

Does this have something to do with the dual core processor or is something wrong? I don't seem to have any unusual processes running, and all that's open is firefox.

Nevermind, I just turned off Acer ePowerManagement, and now it's down to 1-2%.

Does ePowerManagenment need to be on if I'm using AC power?

E power management doesn't need to be there at all.

Use Rightmark CPU Clock utility :
http://cpu.rightmark.org/products/rmclock.shtml

and get rid of that Acer stuff.
They try,but they just don't quite have it down yet.--Rightmark will do what you need done(set it and forget it)

Or just use the XP native power management. I have mine set to always on and all the parameters to never when plugged into A/C. Another thing I don't like about Acer's ePowermanagement is as long as it is installed you can't seem to be able to shut off hibernation. On my machine this wastes 2 GB of HDD space. I don't use hibernation.
