Why would you want to, If you have a mouse it will override it but once you remove the function of the touchpad and you remove the mouse how will you control the cursor?
start: control panel: mouse: device properties: click disable.
If you don't have a mouse handy, you can always use the tab key to move the focus around any window. Then use the space/enter to select, can't remember which off the top of my head.
