Hey everyone, I'm new to the forums.. I just purchased an XPS 400 at the beginning of the month. I got it on the 7th (so 21 day policy thing ends on the 28th). I'm hoping someone can tell me what this is and if I should return it.

And here are some shots of the odd fuzz, its blue and yellow pixelly yucky stuff.
Edit: I forgot to say, it goes away after I turn off and turn it back on the monitor. However, it happens about once every two days. Thanks in advance for the suggestions and help
