plugging in usb mouse causes black screen

When I plug my usb laser mouse back in to my laptop, the screen goes black and then eventually goes to the log on screen. If I unplug mouse whilst on its ok, until I plug it back in. I have recently reformatted and isntalled operating system. I have installed drivers needed for laptop etc, but probably not the mouse. Would it be a driver issue or usb issue?

problem with the same mouse on any other machines?
having this issue before recent system cleanup/install?
if u have xp with the latest & greatest then it can be something to do with ur usb controller setup options (power saving mode, wake machine ..)

Thanks,
no problem with mouse before clean up but external drive (usb) sometimes wasnt reading, its fine now though. I'll suss out the power saving modes etc. and check a different mouse and also on a different machine.
