Blue error message everytime I turn on my Inspiron 6400

Everytime I turn on my Inspiron 6400 and select whether to load Windows normally, in Safe Mode, or last known good configuration, I get this blue error message:



I suppose my best option is to phone Dell but does anyone have another possible solution?

If you can get past this error and boot into your Windows desktop in normal mode, do so.
Then, check your device manager and look for any devices that have yellow exclamations on them, indicating a hardware or device driver problem.

Also, you can check your event logs.

Control Panel -> Administrative Tools -> Event Viewer (look at the "system" and "application" tabs or headings).

See if you can find anything along the lines of "driver failed to load" or other problems.

The problem is that I can't boot into Windows.

Can you get in via safe mode? If so, then you can still look at your event logs.
EDIT: Never mind, I just re-read your original post.

Instead, do you have a boot disk?

The only CDs I have are a Dell Windows MCE CD and a Drivers and Utilities CD.

Just a possibility:
Perform a Windows XP Repair Install.

Save it for a near-last resort, though.

Your Windows MCE disk is bootable--see if your machine boots up via this disk (don't re-install the OS, unless you've decided to nuke your current installation).

When booting from the CD and the blue Windows Setup come on and "Setup is stating Windows", the blue screen appears again.

This is starting to look like a hardware problem.

I recommend that you download a hardware/software diagnostics program that's bootable and put it on a bootable CD. Dell has a diagnostics utility which could be useful here.

You could also just run through Dell's diags on the system. turn it off, hold the Fn key and turn the machine off, let go of the Fn key after you see diagnostic boot selected.

They're not the best but it's a requirement that they're run and error code provided if hardware has failed and you want a replacement.
