Dao: WindowBlinds is a separate program which people choose to download and install in order to make their Windows XP look fancier. It does NOT come with Windows XP, and it is not part of the programs that Dell puts on there, so if you don't know what WindowBlinds is then you don't have it.

I had the exact same problem on a desktop on guildwars. Same type as there is no horse.

The problem was sound related and effected the game as a whole. The one thing is common is the soundblaster card, tried two models and both did the same thing. A horrid noise in the background and very poor frame rates (regardless of graphic settings).

An update by guildwars fixed it.

And for those that do have it - to exclude an application, bring up the WindowBlinds config by clicking on its taskbar icon. In the menu at the right hand side, click on Change the look of a particular application then Add per-application setting. This brings up a file chooser, navigate to Oblivion.exe. Then check the box marked Total exclusion Ignore this application and do not skin it

I would be surprised if windowblinds is trying to skin a 3D fullscreen app, actually. But if you want to explicitly disable it, thats how.

Actually its known fact that onboard AC97 compliact soundcards offer BETTER performance than enthusiast cards as long as your not using any high end audio reproduction option such as EAX or A3D. Sigmatel cards used in Dell systems coupled with Miles emulated 3d Sound offer the best possible performance so there has to be a different issue here.

Well, the Dell cards we're speaking about are NOT AC97, but HD audio (i.e. not Sigmatel STAC57xx but STAC9200)...

oblivion is wonky for my lappy as well (i have the e1705 with the 7900gs). for some reason the game gets really really choppy, even on the lowest settings. the fps was fine, but the outcome/output was choppy as heck. i managed to dig up a guide for tweaking oblivion settings and disaled the sound and then now it runs really smoothly.

i disabled one of the sound option in the .ini file and it worked. i think i did bSoundEnabled = 0, but i'm not 100% sure. i reformatted recently and havent had the chance to reinstall oblivion. it kinda sucks having no sound, but at least i don't have to play in 15fps. (note that disabling the sound/music in game does not work, it has to be done through theh .ini file)
