About the only thing you can do is to use a third party disk program to defrag it.
PS: While it's good to keep drive defragged don't worry about the recovery partition being fragmented as you don't use it much anyways...
Another way around the problem is to create your recovery disc's and DELETE the partition altogether.... Using a program like Acronis True Image to create your own recovery partition /disc's if needed/desired.
Using Arconis/Ghost you can image the hard drive after a fresh install of windows, YOUR programs and restore those programs, with everything just the way YOU like it...
Much better option than the Hp recovery partition...
