inspiron 9200 not booting up

I have an inspiron 9200 that will not boot up. I had it boot up once, but it froze during the bios loading screen. Now it will not boot up at all. The three lights come on but thats it. Any ideas what could be wrong?

. long shot -> remove & reseat any movable part u can think of (hdd, ram, etc ..)
. worst scenario = cpu or mobo
. quick try = remove ac, remove battery, hold down power button for 30-40 secs; plug-in ac - try; plug-in battery - try

well I took the thing apart and reset the cpu and the video card. I also cleaned the insides of dust via compressed air.

After puting the computer back together I held the power button down for 45 sec without any battery or ac adapter.

I tried booting it up with the battery, the ac adapter, and booth, to no avail.

The last few times the computer would boot up it would not work for very long and if it did load windows it ran very slow. Sometimes it would freeze during the BIOS screen and other times during the windows load screen. Do you think its a CPU or a motherboard issue? I did have the mother board recently replaced.
