External USB HD not detected unless turn off and on again

Can anyone help I have an E1705 running windows 2003 server. The problem is the external HD is connected through USB and it does not get detected when I turn on the machine. Every time I turn on the machine, I have to login to windows and then turn the external USB HD off and on again before it will detect it and assigned the drive letter. This get reset when I turn off the computer and have to restart over again.

Any suggestions?

is it a USB powered drive or one of the larger ones that runs on its own powerline?

It's one that runs on its own power. I had another laptop and it worked fine. Also running on windows 2003 server. Somehow for the Dell it doesnt work that way. I wonder if there is a config in the bios or a patch I have to download...

tried to turn off the option "turn off device for power saving" under the usb controller?

I have looked for that option, but there is no such thing. The power of the USB drive is on I can see the green light. The problem is, when I turn on the computer, the USB also power on, but the computer wont see it. Only when after I login, I turn off the USB and then turn on again the computer will see it.

do u have an entry of USB Serial Bus Controller in ur device manager? - expand it if u have it and then go thru each entry for the power saving option
