How do I perform a format back to factory specs on a Dell 9300?

I got the laptop today, but no discs. I'd like to wipe out what's on there and reformat the system back to factory specs, however I'm not seeing anything that allows me to perform this on bootup.

Hit F11 during boot-up to pull up Dell Diagnostics. Then select System Restore.
