I am thinking of ordering a pre tested 1.8@2.4 cpu of ebay, but seller states that it needs 1.400volts to run stable is this possible

hmm... Notebook Hardware Control and RM Clock are the 2 major volt-modding programs I know of, and both only seem to go up to 1.308 volts. Maybe you can ask the seller how he got the voltage to 1.4.
