Processor Questions: Speed and Temperature

My Acer Aspire 5003WLMi has an AMD Turion ML-32 CPU. I use Notebook Hardware Control and have my processor on "dynamic switching" when the laptop is on the adapter, and locked to 800MHz on battery. On adapter, I can never seem to keep it too steady. It will jump up a lot, bringing the temperature with it. I picked the Antec laptop cooling pad yesterday. My questions are as follows:
1. Is it bad for the CPU speed to fluctuate so often?
2. What about the temperature?

If its on dynamic switching on AC power, the processor speed and heat will fluctuate based on the load.

I set my laptop on MaxPerformance on AC on dynamic switching on battery.

The CPU will adjust to the load that it recieves.
That way, you don't waste energy, and you get nice performance.
Somehow, my CX7 won't let me go full speed even if its plugged in, but that's another story.
CPU fluctuating is not bad or good, it depends on where you stand.
Do you like more power? Do you like mroe battery life?

As with your other question.
A notebook cooler helps out your battery. The hotter your battery, the less of a charge it will hold. That's why people suggest freezing it if you won't use it for a while.
As long as you do not obstruct the system fans on the bottom, then it should provide ample cooling. But an external cooling solution does aid in the heat issues if its too hot to sit on your lap.

I decided...

What I am going to do is use my little 4 cell holder with a USB end on it, with 4 NiMH batteries, with the
cooler pad when on battery. On adapter I plug it into a powered USB hub. I have the CPU locked on both battery and charger. 800 for battery, 1.8ghz on power.

my laptop is on full 1.8 of 1.8

im not a big battery hungry person, my 17 inch hp gets around 2 hours or so time on a full charge everything on option

temp is a non issue, when its on my lap it gets hot rather quick but its rarely on my lap cause 8 lbs is quite heavy

I like to have as much as I can get. I am buying a second battery soon though probably. I just bought the pad becuase my parents paid for it.
