cant boot OS

hi guys,
recently bought a medion microstar mid 2020, put in a new hard drive and memory and it wont boot, all the lights come on, but sits on the screen with 'intel inside' logo and 'F2 enter system config' but pressing F2 wont go anywhere and just sits on the same screen. wont boot off my winxp disk. Is there a major poblem or something that can be aeasily fixed??
any help would be most appreciated

bad or misconfigured RAM or hard drive could cause this as well as a bad motherboard. Check your connections and make sure everything is seated properly and go from there. Verify the RAM is the appropriate type for your system and if it is try swapping it out for a different stick or two one stick at a time.
