DeathtoToasters: Ok, go back to the advanced video settings where I directed you before. Make sure the Performance and quality settings from before (Image settings, Antialiasing, and Anisotropic) are all turned down, and the application controlled boxes are unticked.
Next go to the Direct 3d settings and change MipMap detail level to best performance. You should also have either a button or extra page that has more/ extra Direct 3d settings. Change the Vertical sync here to Always Off.
Lastly go to OpenGL settings and change Vertical sync to Always Off.
Ok, now run the tests again. If you are still getting sub-9000 on 3dMark2k1, then go back into the the Advanced video settings again, but this time go to the top page, which is the name of your card. Under BUS, see what it says. It should say "AGP4x", but if it says "PCI Mode" then you are going to have to reinstall the chipset drivers.
