The problem I have is when try to output something to my TV through my S-video out on my xps m1710. I get a constant horizontal line that travels up the TV. I've tried various different settings with my drivers with no luck, and I looked through this forum for a solution. Seems like the cause has something to do with the refresh rates being too high, but my laptop only has one setting for the refresh rate. I was wondering if I'm missing some kind of display driver or if I should update my drivers to fix this problem?

I dont really know what the cause would be, my S-Video out works fine, although I rarely use it. Yeah you should update your driver. It usually cant hurt to have the newest drivers. Also make sure that when you are trying to change the refresh rate and you have both your laptop LCD on and your TV through the S-Video out that you are looking at the properties of the S-Video out and NOT the LCD.
