I uninstalled Sigmatel hardware and Windows went ahead and reinstalled and the problem yet persists. I tried to go through the device manager and disable random devices to see if I could find the problem. This didn't work. I then booted my machine in diagnostic start-up mode and the latency tool still displayed a wall of red bars. Aren't the devices all supposed to not startup in that mode?
BTW, DELL-Machina, I tried the diagnostic tool provided on a Dell CD that came with my machine. It reported back that all hardware is functioning properly, thanks though.Edit:
I booted into safe-mode just to check if anything would change. I screen-captured the IRQ channels in normal start-up and safe-mode for comparison:
As one can see in safe-mode some key devices like the Broadcom 440x 10/100 IC, OHCI Compliant IEEE 1394 were both moved to share IRQ 9. Sigmatel and the Nvidia 6800 were moved to share IRQ 11 by themselves. Can someone explain why the IRQ devices are re-arranged under safe-mode? And just for experimentation I loaded a video under safe-mode and it was stutter-free! My mind is boggled.
