This is very frustrating ive had this happen before on my inspiron 9300, except I am unable to fix it this time. their is nothing missing on the keyboard or on the back of the key but I cannot get the key to stay in place it keeps coming back off no mater what I do. Is there something I can do, or am I simply out of luck.

There should be two little square bars on the keyboard, and the key has to click into both of them. There's no way a key would fall off with no reason. Either one of the bars is broken, or one of the tabs on the back of the key that attaches it to the bars is broken. If either of those scenarios are true, you'll likely have to replace the whole thing. I wish I would have kept my spare (got paint on a couple keys, then tried to get it off with laquer thinner which melted those keys completely...), I'd just send it to you for parts. If niether scenario is true, then you should be able to snap the key back on and it'll stick. Superglue it to the little rubber niblet if you have to.

This happened on my i8600 to both my B and C keys. At first I just set them to the side and laid them on the keyboard when I neede to type, but then I figured out another way to go about it.
As long as the folding clip is still on the key itself (and undamaged) you can re-attach it like so:
By removing your laptop's keyboard you should be able to see how the keys are attached. You just need to bend the hook on the keyboard base and slip the key back on. Then bend it back into shape and presto, your key is fixed.
Just follow the instructions on the Dell support site on how to remove your keyboard. It should take only a few seconds to figure out how to replace your key on your own.

And of course, be sure to unplug, remove the battery from, and discharge your computer before poking about inside it.
Alternatively, get a new keyboard from Dell under warranty

They ship to the US. Also, eBay has tons of key replacements. It will probably cost you around $5 which isn't too bad.
