Gateway 7422gx Vista on battery

When I run Vista while on battery, the processor stays under clocked at 800 mhz when it should throttle up and down based on demand. I do not experience this problem while on AC. I've tried messing around with the power settings and such, but I cannot get the processor to throttle while on battery. Does anyone have any solutions? Running Vista at 800 mhz is not a very pleasant experience. Thanks.

Well, regardless of what I change it to, the processor still won't throttle up. For example, I'll be running at 2.2 ghz on AC with the "High Performance" plan, and then once I unplug it, the processor throttles down to 800 mhz and stays there, according to RMClock.
