Laptop Charger is Beeping...

For some reason when I plug my laptop charger into the AC adapter part, it starts beeping and does not charge, but when I go into a different room and plug it in and it charges and doesn't beep. I can not for the life of me figure out what is wrong with it, but I would love it if you guys could help. I don't know if this matters, but here are my laptop specs:
HP Pavilion 5178us Notebook Intel Core Duo Processor T2300, 1.66GHz, with Centrino Technology, 1GB RAM, 100GB Hard Drive, 15.4-inch WXGA TFT Display, 8X DVD+/-RW Drive, Windows XP Media Center Edition
Video Chipset Brand: NVIDIA
Video Chipset: GeForce Go 7400
Installed Video Memory: 128 MB
Shared Video RAM: 128 MB

this doesn't sound like good news to me, i had that once with a charger and it turned out to be dying, had to break it apart and retie the conductors with my hands. your outlet may be in a setting such that the conductor gets disconnected, as opposed to the outlet where it seems to work.
if it's in warranty reclaim it.
