No enable/disable options in Mouse Properties
see there will be some option mentioned in the booklet given to you other wise search for a function key "fn" certainly you can find a key having a square and "\" slashmark. means [\] .first press "fn" key along with that press the key having \ mark
procedure is "fn+[\]" may solve ... try for this.. any how

I have Dell Latitude E6500 with Win7 installed.
Steps to Dell Touchpad app:
- Start menu
- Type "delltpad.exe"
- Select 'Device select'
- Check "Disable touchpad/pointing stick when external USB mouse is present"
- Disable/Enable other options accordingly
