Sager 8790 usb issue, bad motherboard?

as i recently posted, my motherboard on my 8790 died during gaming, i managed to find a replacement, i then installed it and proceeded to wiping my hdd. none of my usb devices work, all three ports are dead, the web cam is dead, the card reader is dead, and im guessing if i had the optional tv tuner it would be dead too. im guessing this means the usb controller on the used motherboard i got is shot, can anybody confirm?/dose anybody have the same problem?

the option for device 29 is enabled in the bios, when the computer boots it usually comes up with a balloon tip that says 1 or more of the usb devices attached to my computer has malfunctioned.

either way im glad to finally have my former paper weight functional lol

Do the USB root hubs and controllers show up in Device Manager? Are they listed as being in working order and its just telling you the devices aren't functioning or do they also show up with exclamation marks? You've probably already done it, but it's worth mentioning that a simple fix might be removing everything listed under the USB section of Device Manager and reboot to let Windows redetect them. Also, did you install the chipset drivers for the motherboard before you installed everything else?

Do you have any USB devices that would normally power on at start-up, before the OS loads? External mouse with a light or anything like that. If so, do they come on when the laptop boots up or do they remain stone dead from start to finish? If any of the ports ever show power is getting to the devices, your controller may be good and I'd continue pursuing software fixes before giving up completely on it. If you never get power, if the USB ports don't actually show up in Device Manager, etc, then I'd suspect the motherboard.
