Dell AC/DC 130w adapter Question

If you have a dell pa-13 ac/dc adapter with the 3 pronged input and a voltmeter could you check the DC output and see if it is a constant 19.5v or if it fluctuates.

I have a laptop that will not start and when I measure the output on the DC jack it fluctuates between 18v - 19.5v and I am starting to wonder if the regulator is not working right.

I have a toshiba laptop here that happens to have a 130w power adapter and when I check the output on it it stays at 19.5 and doesn't change. But it is a different model and the jack isn't the same (no center pin) so I want to know if the fluctuating output voltage is right for dell or not.

Yes I guess I did but no one answered. In that post I was just asking if anyone knew if the output fluctuates. In this thread I was tryng to see if someone with a volmeter/multimeter could check the output on the model pa-13 adapters. So the questions are a little different. I do not have another dell 130w power brick to compare mine to so I am trying to rule out the easiest possibilities first. Hoping it is not a circuit on the motherboard. I have googled for hours trying to find out if the fluctuating output is right with no clear answer. I know that usually laptop adapters are the switching kind therefore regulated but am not sure how much variation in the output voltage is normal. The laptop is not under warranty and I do not want to go buy a new adapter unless I am pretty sure that is the problem because if that is not the problem then it is the motherboard which could end up costing alot to fix.

Answered in your other thread. The voltage should be steady; if it isn't your brick is hosed.
