Inspiron AC Adapter could be dead???

my ac adapter for my inspiron 9300 (which i've used for about 1 1/2 years) doesnt seem to work, i'm not sure why.

when i plug it into the wall socket, the light on the charger does not come on like it used to, and instead i can hear a faint beeping sound coming from the thing itself.....i dont know what this means.

i dont have another charger.....but i have a backup battery thats been charged up.

what does the beeping mean (it only appears when i plug it into the wall socket)
and i've tried other wall sockets also.

i guess i'm screwed right?

the other day there was some problem with it.
my 9300 would turn off each time i took the adapter out of my laptop(ahem....i mean notebook) even though the battery in the notebook was fully charged.
i took the battery out and then back in again and all was fine

that was last night.......

my charger(ac adapter) goes into a surge protector, i wonder if that caught something that screwed this up or something like that.

any advice would help.....why is the thing beeping? and is that a sign that its dead?
also, i have 3 year complete cover (standard cover) would that mean i get a free replacement ac adapter?

i think i only have 20minutes battery left...i better go look for my other spare battery (lucky i ordered a spare one when i bought this from dell...actually it was a free one as part of a deal)

my dad s recentlybought an inspiron 6400 so i grabbed his charger and its charging my battery as we speak so i guess my old charger (...ac adapter) must have somehow died on me.
