however if i do all the normal things i get noting. some static once in a while but thats it.

MCE and Vista's MCE should give an option for PAL/NTSC, I'm assuming the tuner is compatible with both signals. You mentioned you were using Windows XP Pro, which means you would have to purchase a seperate client such as beyondtv or sagetv (I personally recommend SageTV). XP Pro has no software capable of utilizing the tv tuner, so how did you manage to test it and get static?
The m9700 tv tuner is digital only I believe. Are you sure the m9750 can deal with analogue signals?
No i'm not sure if the tuner can handle analog signals. If you look at the configuration page on the site of Alienware it states: Digital/ Analog TV Tuner. But if you look at the site of lifeview it looks like it does Digital only. Major Bummer!

Yes, I have the adapter. I haven't managed to get a signal. The channel scan does not find any channels, ever. I have tested the cabel connection with my other laptop and its working fine. I'm at a loss.
I assume you're trying all the config options, satellie, analogue etc... I remember having a problem with my satellite box output with the scanning, so I set it manually to channel 3 and it worked for me, but I have to change channels with the satellite box.
Just to be sure. I'm trying to get Analog cable channels. I'm not using a satellite box. I'm still not completly sure if this can work.
