Looks to me like he's using YZDock or something very similar, like AquaDock.

I use stardock's objectdock. More stable, less crashes than YZDock

I can vouche for the stability of YZDock. I can't remember the last time it crashed.

As for ObjectDock, I had major problems with that one. Maybe I installed it wrong, maybe it was a bad copy of the program, but something was not right...

I use StyleXP, but there are several ways to do it. Others include WindowBlinds and a .dll mod that you can get at neowin.net

Places like neowin and deviantart.com have lots of windows themes available for download.
