Artifacting when not using notebook cooler

I've been running the game GTA3 alot (since I think I might actually finish the game instead of causing havoc more than half the time), and it seems to artifact heavily when I DON'T use a notebook cooler, apart from being very laggy at times even with the notebook cooler.

I'm using a 8887 with 2.8 ghz, 16.1" UXGA, 1024 MB RAM, 60 GB 4200 RPM, and I think this system should EASILY handle a game like GTA3.. Could it be possible my video card is under or overclocked or something?

You can throw Powerstrip on there and see what it's running clocked at. If it's not overclocked, there may be a cooling problem. What video drivers are you running on it?

The memory was 180 Mhz and the 'engine' was 259 mhz. To be honest I don't know what I'm really doing, but I installed powerstrip to get you that info that I though you could utilize. I DO know, though, that when something is overclocked it does tend to overheat etc, but I'm sure that's more than obvious to someone like you

The driver is what came with the system: ATI version 6.13.10.6218. I'm not a hardcore gamer or anything, so I don't try to routinely optimize my system, but I bought this system so it could easily such games.

You can try and reinstall the video drivers and I'd run a 3DMARK test on it to see if it's where it should be. The clock speed looks to be correct. It's either a video hardware/video cooling issue or a software issue. Everyone knows what I like to try first thing and that's reload the OS if a simple driver reinstall doesn't work. That usually knocks out any chance of software problems. Only install the drivers necessary to run the games to test it out. If it's still doing it, it's probably hardware and is when you go for an RMA.
