eMachine T2682 not powering on.

I think it may be the power supply, but I'm not experienced enough to be able to tell.
When I plug it in, the power button lights up constantly, but pressing/holding it does absolutely nothing, and nothing comes up on the screen.

do you hear any fans or hard drives booting up? or is it mainly the display?

Aside from the power light, nothing else seems to be working.
