Is it possible to connect a Mac Mini to a laptop via VGA?

Can I connect a Mac Mini to a laptop via VGA, like a female cable or whatever it is called, and use the laptop as the monitor?

I know nothing about Macs or using external monitors so maybe someone can enlighten me.

no, there's no real way to turn your laptop's LCD into an external monitor for another system. You could find some remote control software for OSX with a Windows client and control the mac mini over the network. The easiest thing to do is to just get a cheap monitor mouse and keyboard.
