I used to solve puzzles like these as a kid with my mom. If it's simply a letter-to-symbol code translation, it takes some trial and error, and knowledge of which letters are more commonly used in the English language.

its like the deciphers found in the newspaper you take some letters that they give you and then you plug them in a figure out what the words around them can be...

if you think you can do better, try it yourself.

there are 102 possible combinations of numbers that cannot be determined from the first clue set and can be inserted into the answer. If you've got the time to go through all of them individually until you happen upon the correct one, more power to you- of course you'd have to figure out the rest of the code first to get the full answer.
