Question:

Using a laptop connecting it via lan network cable. Is there a way to use shared network connection so other devices could use it through the laptop wi-fi?

i.e.: iPOD Touch, Palm Devices, etc.,?

Why not use a router? You can setup your Laptop with an 802.11 AdHoc connection and if your other devices support AdHoc then you can use it that way with Windows ICS. Or if you have one of the very few wi-fi cards that can work as a soft AP.

I'd say just spend the $50 for a router if its going to be a permanent setup.

Cause I am trying to find way to bypass having to pay for T-Mobile HotSpot

My work gives me access to ipass (http://www.ipass.com) that can connect to majority of hotspot globally (including T-mobile, boingo, etc.,) through their application.

While at one of these location, I can't use the iPOD Touch or PDA to connect to them because the application only runs on Win OS.

So I was thinking of connecting my laptop to their wifi and use shared connection

or while at work connect my laptop on LAN and use wifi shared connection or something for it.

Well, in order to share you T-mobile connection on your laptop with your iPod touch or PDA you'd have to have TWO wireless cards. A wireless card can't run in AdHoc and infrastructure modes simultaneously. As far as doing it at work, AdHoc should work fine provided the IT department says it's ok.
