Tilde Key

Hello,

I've recently purchased a laptop (satellite p200-10s) and during a game that im playing i wanna access the console of it and i cant because of the tilde key. I've been reading around and some people tell me that the tilde key key becomes desactivated on fullscreen? is this true? can anyone help me?

my OS is the vista

~ .....to the right of the 1 key it is a shift function.
