IBM A21P does not start

Hi, I'm new on this forum and I did some research but there are just a few post related to IBMs notebooks, the laptop (an IBM A21P) was working properly , but it was unsed for 3 or 4 months, after that when I try to turn it on I realize that the battery was dead, so I fully charged the battery, when I press the power button I hear the noise like it is trying to start but the battery led indicator turn off and turn back on again , is like there is a high demand of power and the baterry and the charger are uneables to provide the amount of current that the system needs to start, so I decide to mesure the voltage of the charger and the battery and also the resistance to the battery all following the process described in the user manual, to my surprise everything is Ok, all values are in the right range, so I open it looking for some kind of short circuit that causes the problem but everything seems to be fine, I'm afraid that the motherboard is dead, that's why I'm posting this thread to share the idea and to see if someone had experienced this issue before and maybe there is a hope for me. A21p was working properly the last time I used it. Now, I have the same problem. Can't figure out what to do! HELP?

Standard procedure: I'd go for a good cleaning and new thermal paste first if you haven't touched the inside for over a year
