multi monitor clock speeds

Hey whenever I switch into multi-monitor mode my vid card always switches to 3d clock speeds. Is there any way to limit it from switching? I do not just want to lower my clock speeds, I really want it to stay in 2d mode. I have tried selecting single display performance mode
but that did nothing..

is there any way to get back the classic control panel without switching back to old drivers? In the old control panel there was an option to limit it to 2d clocks..
