hold down the function key and hit the up arrow.

or you can go into the bios setup and set the brightness level on battery there I think.

Yeah, you can adjust the brightness settings when on battery power in the BIOS.

Mobile systems (not only Dells) dim the screen down by default to further extend battery life.

This said, if you change the brightness settings to brighter settings on your laptop when running on battery power expect to see reduced battery time.

...regardless of whether it's plugged in or not. It's so dark, you can barely see anything. The cursor is next to impossible to find, you can sort of see that there's some icons on the desktop, but you can't tell what they're are. Menus and pop-up windows are completely illegible. I've tried the function key and arrow up thing, and that did nothing. I have a feeling someone may have inadvertently pushed some strange function key, but I know next to nothing about PCs compared to Macs, so I'm at a complete loss for this!

Sounds to me like your inverter is the problem.

Carefully check the cable from the video card to the inverter.

Try the laptop on an external monitor to verify the GPU is working fine.

If it's as barely readable as you say, I think your backlight inverter is dead and not running the lamp at all. If you're under warranty Dell will replace the whole LCD for you.
