I'm going to reply to my own post so this doesn't happen to anyone else. After working with Dell support they wanted to send me a new wi-fi card. Well that didn't sit well with me. So I did some more looking, now at the driver coding level, and I found something interesting..
Dell in their infinite wisdom released an installer package for the Intel wireless card that they should not have released. To be specific inside the depths of Proset and "admin" can set the maximum range of a wi-fi connection inside the driver.
Dell had mine set for 25ft, thanks Dell! This option exists so that an admin can insure that a wireless profile does not work outside the walls or perimeter area he difnies, such as an office area or datacenter floor space.
The simple solution is to un-install the pre-loaded Dell Intel Proset package, remove the driver, and then re-install ONLY the driver through device manager. Hope this helps someone else.
