Ok Here is the Prob. I want to be able to remotely manage a router over the internet to be able to forward ports and setup wireless security for someone who is completely computer illiterate. My parents. I know the WAN address of the router. Remote management is turned on on that router. the port designated by that router is 2420 for remote management. I should be able to open IE and type in the router address and port number to gain access to it like this xxx.xxx.x.xxx:2420 right? Or am I missing something? I can ping that router and I get a response so I know it is active. This is killing me not being able to get it to work. I didn't know where else to post this so I chose the general section. Anyone that knows about remoting please give me your advice. Thanks

Perhaps you could tell us the router model? That is probably the most important thing, if you want us to help you.
Meanwhile... I wouldn't trust any router "auto" settings ("click here to activate remote managm", specially SoHo ones)... you may (possibility) have a firewall setting that is overrriding the remote management... or this port is not supposed to be used as HTTP (as far as my very limited knowledge about all this goes, there are many protocols used for remote management beyond HTTP).
Can't you just http to the default port? (say, 80, or if their ISP blocks it, use, say, 8080?)... example: here, I have a WRT54G... and my ISP blocks 80, so keep it running under 80 (to be able to monitor under the LAN hassle-free), but use a FW rule to redirect a high port number to 80, if it comes from the WAN. Also, since it's a dynamic IP (for economy, security and versatility), I use free dyndns with a client on my router that upgrades the server whenever my IP changes. That is also a good solution, IMO.
Perhaps you don't even know what this port 2420 is... or you are an expert and I just lost 5 minutes of my time (unlikely).

tried setting ur Tools -> Internet Options -> Security tab -> Custom Level to ZERO (lowest level)? Not trying to remote to the PC just the router

The router is a Westell 6100 series router. The port for Remote management cannot be changed. There is no option for it. I tried 80 and 8080 just for fun to be sure. I know I have the correct WAN address, All you can do is turn on remote management and it shows the WAN :2420 but it cannot be edited. The router was given to my parents by Bellsouth when they signed up for DSL. I even called Bellsouth tech support and the best they could do was, Well it should work. Great help right?

Yeah, don't bet on any company tech support, let alone a telecom one.
As you can see on this page about port forward, the Westell 6100 do work regularly on port 80 just like any other router out there.
Port 2420 on that router is, for what it seems, a remote management tool probably useful only to BellSouth. I think, too, that BellSouth hard coded that port to ease things for them (think mass-management), so forget about it.
If I were to bet, I would still say that BellSouth is dropping incoming connections on port 80 for your parents. That's why you can't see anything when you type http://xxx.xxx.xxx.xxx/, and that's why I used that firewall redirection rule I told you before.
You could ask your parents to type that on their computers to see if they get anything (probably a user/password dialog).
PS.: if it's indeed port 80 beeing bocked, you will die angry thinking you're doing something wrong when the problem was never on you.

I would first try LOGMEIN (www.logmein.com) I have been using their free version for quite a while with excellent results.
It is a software based solution and you dont normally need to do any changes to the security settings of your router and/or PC. Give it a try!
Best of lucks!
