Setup wizard not working

Hi All,
I am trying to re-install Windows XP on my Dell 2400 desktop. when I insert the CD that came with my computer and click Install Windows I get a message tat says:

Setup wizard can not run because the version of Windows on this system is newer then the version on the CD.

Any ideas how I can do a clean reinstall on my computer?

Boot from the Windows CD Select FORMAT (Delete then recreate existing partition) Install D.

Just boots to windows

When I put the install cd in and restart the computer, it just goes right to Windows. I don't get an option to boot from the cd.

Either change boot options in the bios or hit F12 (or similar) to enable 1 time boot menu
